http://www.wheresgeorge.com/ actually where's George is not illegal it's been around for many years and there is a small outline at the bottom where you usually find small rips yet the bill is still okay to be used. anything that's not manipulating or destroying the whole face of the bill or numbers wont prevent the bill from circulating.
