I understand that Satan can't come to Earth on the Physical plane, due to the hostage situation, but how does he make it through on the Spiritual to protect us when we're attacked by Greys or Draconians?

Is there some type of agreement between Satan & God? Like they're both playing by some type of rules to where like, if Satan crosses it, God will kill humanity, but if God crosses it, Satan will kill God?
