Racial homogeneity in Communist states.

Arguing on the internet yesterday someone brought up something to me that I found perplexing, that the eastern bloc under Communism remained racially homogenous, almost all White. Another example is North Korea despite being a Communist state is said to have a race centric world view North Korea’s Race Problem  
Could someone with more knowledge please comment on this? Also China has been Communist for the better part of a century and not embraced the racial replacement programs the west have.
 
North Korea is a simplified version of populace control that simplifies the understanding of the current controls.  If one is familiar with the history of control over the various populaces of the world, it provides striking contrasts, which can also be used to gleam a great deal of knowledge regarding the current system of populace control and even current policies.
