First, there is no such thing as a "waxing" (or waning) full moon. Why?
When the moon is waxing, it is still "gibbous". As long as it is
waxing, it will still be gibbous and not full. Once the moon becomes
full, it is through waxing and is about to start waning. At which
point, it becomes "waning gibbous".
However, you want to do it during a waxing gibbous moon, as close to the
full moon as possible without going past full. Obviously, it should not
be void of course. Pay attention to what sign it is in, and what sign
you want it to be in. If it is in a good sign when it is nearly full
and still waxing gibbous, that is the time. If it is in a bad sign or
is void of course (debilitated), you are better off doing it next month,
or trying it a few days before it reaches its maximum full condition.
If you miss the exact time of the full moon, you will have to wait until
next month because it will now be a waning gibbous.

What exactly does all this mean?
The following meditation must be performed during a powerful waxing
full Moon. The Moon should not be debilitated or in its sign of
detriment [Capricorn] or fall [Scorpio].
I get Waxing but what qualifies as powerful? What Qualifies as
Debilitated and what is a sign of detriment?
Thanks.
