If you mean literally, then yes the Question is Dumb. You are free to wear anything you desire, as long as it harms no one and follows the laws available.

If you are asking about the "Evil Eye"; This is when one directs Energy from the eye to someone most of the times usually a curse of some sort when one is provoked. It happens. But its usually minimal and at the heat of the moment but it happens.
