There aren't good or bad Ascendants, you have to look at the whole Chart. Scorpio is ruled by Pluto, the Planet of death, but it does not necessarily means that having Scorpio as your Ascendant will cause you sufferings in life. Saturn, Neptune, Uranus and also Mars can bring you trouble times too.
Scorpio Ascendants tend to have a harder time in terms of background but this can be relative. For some people it means being brought up in a gilded cage for example, since Scorpio rules excessive wealth alongside deprivation. There is often a sense of generational pressure coming down on the individual.
