Profile Settings question

Hey guys how do I set a profile banner picture and also edit the panels & text and add links beneath my posts? Is that feature only available for certain types of members or am I overlooking something? I can't find anything that allows me to change these while looking through all of the profile settings.

It's only available after 100 posts or so.
