Prison system

Hey I know Satanism firmly agrees with punishment and hurting people who cause pain, and I think that's great as someone who tried to cope with 'turn the other cheek' bullshit for so long. (I was raised christian) But I see how much more effective prison systems in places like Finland and northern Europe are where criminals are treated so well. As opposed to ours where they do suffer all sorts of mistreatment and shit,
so I guess my question is does the vengeance ideology only apply to the personal level? Because I'm all for helping rehabilitate people who have done bad things.
