Multiculturalism was non existent in ancient times. Cities were close group of people and outsiders (even same race, same religion, same everything) had to do a lot to be an official member of the city. People never wanted to stay in other race places, if they went to such places it was because of trading or sometimes learning.
Also worth to mention that the ancient culture is one culture, but different races still not mix or lived together in long term. We are talking about especially before 500BCE because that's when we entered the "iron" age, what we are in today, the age of injustice and delusions.

You think one Nation should Not only give rights only top citizens of ITS own Race, but also to people of foreign cultures ? I am going top make an example: an Indian vedic Person, (let's prétend It Is the dominant religion). There IS a minority of hellenics and wotanists, and maybe also people Who feel close to the cult of ancient egyptians, what to do with them?
