Local apparent time

Through what I can gather, our time, the one we see on the upper/lower right of the monitor, isn't accurate in accordance to time of the sun. The difference is minimal, but it might shift around a few things for some people. Astro.com calculates information from where you were born, but it does not calculate the sun/cosmic time.

S= Slow = Subtract
F= Fast = Add

Example:
Jan1 3.12S-23.04

If you were born on Jan 1, take a look at the (Equation of time)3.12 subtract 3 minutes from your birth time


How does this change your chart?
 
...added 15 min, now 1 planet near to the ascendant is conjunct with it and 3-4 other minor aspects changed
