Jewtube breaking its own TOS.

So, just came across this black woman channel  Who barely has uploaded two videos in two weeks. Both of the videos got millions of views. It was also recommended to me. I believe it was recommended to every country youtube user. I'm sure about that. 
The growth is Purely artificial and they don't even seem like bought views or comments. But youtube actually doing this itself, it's so obvious otherwise she would have been banned by now if she used external services for views and comments. 
So youtube is actually preparing some agenda through her or it's just some inside story. Or funniest thing I could ever say about this is that she did some chiggy wiggy with some of the people from youtube manager team for this free reward. Lol.  But jokes apart, she didn't show much excitement on her channel growth in the second video as if she already knew this was promised growth. 

And, I read here and there on videos talking about this that people were automatically subbed to this woman's channel. 
So it's youtube doing this shit itself. Breaking its own ToS. 
People are angry because of this incident on this jewtube platform because they work so hard and still youtube chose a random woman who barely has two senseless meaningless videos uploaded?

So, it seems like she is an actress, it seems obvious that being Infront of a camera is nothing new to her. Notice how she behaves and acts... Just like an actress would do. So, most likely it's youtube sponsoring her but there was no AD tag on her video either. So youtube is pushing her video.. For what? 
Maybe for some agenda.. Like youtube wants more creators that are not white and male. But this sounds senseless as there are alot of black women youtubers I suppose. 
Maybe, it's for an upcoming movie...
