Ice is the water element vibrating at it's slowest frequency.
It can be used to neutralize negative traits of the water element. I have found Ice is the most useful in stilling the mind and gaining control of thoughts. I have found the properties of Ice are comparable to fixed water sign of Scorpio or Pluto.

To meditate on Ice going to a trance and use the meditation you would normally use for the water element, visualize yourself as centered in the middle of an infinite sized ocean of water, then start to focus on it becoming colder and colder, until it feels as though you're in a block of solid Ice.

For evocation, condense the water into a sphere in front of you before turning it to Ice.

Here are it's propeties:

White Magick; Stilling the mind and concentration. Gaining control of emotions. Calmness. Strong nerves. Fearlessness. Persistence. Preserving things, Maintaining situations and circumstances; such as power or wealth, protection from losses, keeping things hidden.
Ice strengthens the willpower in a more focused and intense way than the fire element. Which is more expansive. You will understand what I mean once experienced. Ice can also give a cold indifference to others so be careful when getting used to Ice.

Black Magick; Infertility, impotence, killing the sex drive, delays, trapping, good for binding enemies, preventing others from benefiting themselves or personal growth, can be used to stunt the growth of children for example or the development of a baby in a pregnant woman. In contrast to the Earth element which can cause death, Ice can be used to halt the birth and recreation of life.
If you are skilled enough Ice can also affect the health of others by causing Paralysis, Catatonia, Coma, leaving one brain dead and if willed to do so, death.
