Mostly it is something that happens naturally. This is something that Satan and/or your Guardian will guide you through. When you are ready spiritually, then it will happen. That is to say, it isn't just going to sneak up on you and happen out of the blue.
There are more preparations to raising the Kundalini than simply opening the Chakras, however this is the most important as it cannot raise without them open.
As to how to speed up the process, there are many ways which can be found detailed throughout the JoS, specifically the 'Meditations' section.
This can include certain breathing and yogic exercises done daily, vibrating certain runes, working with certain elements, ect. Again, take a look at the JoS to read up on this.
Another place I would recommend you visit is High Priest Vovim's website. There he details the process of his Serpent's ascension. It is a good insight into the process and what he went through, as well as the 'preliminary' workings he did.

I actually wonder if the the author of the meditations on the JOS-site is familiar with the author and/or his books-because a lot of the exercises sound familiar and especially the mentioning of ninja's specifically and their ability to hide their aura.
