Hell in the sense you are talking about is actually a place called Duat, it is a place where gentile souls of Satan are taken after they die and this is where they await reincarnation.
I don't know where you read that Satan created Heaven, since there is no such thing as heaven in the literal sense as mentioned in the joke of a book called the bible. Once humanity reaches a certain level of development, which can only be reached when we get rid of the jews, we will bring heaven on Earth. But there is no place called heaven you go to when you die.
Also remember that Heaven and Hell are code words for the Crown and Base Chakras.
