I have heard of such a thing, from my understanding the Empire of Orion is not a part of any such Federation. I've only got obscure books to reference from so I don't know how accurate it is, but all are in agreement that this "Galactic Federation" is basically all the enslaved planets by the Corrupted Beings and greys.

Again, it's not confirmed fact, just what I've seen about it.
