i have seen that people use florida water in rituals, witchcraft or other spiritual uses and it’s “cleansing or healing properties” , is it legit?

No, that's wrong. Magick is simply the use of energy to increase or decrease things, no material is necessary. Herbs can be used, herbs by themselves have little magickal power. But it's not necessary, as I said.
