enochian alphabet/ dictionary

on the jos site there is a section with the enochian dictionary i was wondering if a word was not listed there could a person use the enochian alphabet(also on the jos site) to construct the word? if so would this mean in theory that a person could create entire prayers using the enochian alphabet without the need for the enochian dictionary?
