If you are new I would not try to curse people.
Instead try to advance first, and build up your protection, as this is more important really.

Then after you have done that, and still think there is a need to curse them, go ahead.

You have no idea what to do and how to do. You should learn things first. Cursing is not something a newcomer should strive to do, unless they possess skills that very few newcomers pose.

All the neccessary info to build yourself up in knowledge and practice are in JoS. That's where it should be dug up and applied to your lifestyle.

I don't think anyone here does services like that if that is what your asking. If it's a good justified curse and you end up talking to the right person somehow maybe they would help but normally people do things on their own.

However I would start out with the basics first black Magick is kind of dangerous if your not very aware of how to do it or what is going on in your soul and the astral. It can backfire on the sender. But you can work yourself up to being able to do this yourself.

I don't think it's worth dealing with that, because it has a lot of downsides. Black magic requires practice by default, and the reason for such things must be big. Building a defense is more important in my opinion. Don't bother with such things, it's not a good thing.

Could you post some evidence, sometimes people come here ask for someone to curse they have a personal problem and they invent some storys so people might do it. I don´t say you lye I just wanted to mention, also if you have evidence then someone might help.
