Should a blood signature be used only for the ‘Write your name again’ at the end, or also for the first ‘Write your full name’ ?

I would say both with ink, and write your signature at the bottom of the prayer with blood. I couldn't do it well so I made a fingerprint rather, FYI that's also an option if there is not enough blood or something.

After finishing the ritual, can I wash and reuse the bowl I used to burn the piece of paper, or is it better to discard it? Which would be the most appropriate approach?

The bowl is just a bowl. Wash it and use it normally.
Another option is to get a bowl just for the sake of burning papers during rituals etc. Stainless steel is obviously the safest option there is.
