Hm well... If you are talking about the enemy attacks (when we feel panicked etc): when we are afraid we automatically give off energy... To be honest, I don't know exactly how this is done. ^^;
But when we are afraid, panicked etc, we give off energy. For example, when two people are fighting, and one of them yells really loudly and terrifies the other, then the other person automatically gives off energy. It's a somewhat "defensive" system maybe?
But the enemy can suck our energy even if we don't become afraid, you know?Sometimes when I visualize my body's energy leaving my body, and create a small ball of energy in front of me, if I do it too intensely (imagine huge amounts of energy leaving from my body) then, it sort of feels like the enemy is sucking my energy; but without any panic or fear. It is the exact feeling of being drained. The enemy can drain off your energy even without making you panic (you may feel tired all of a sudden), so it's important to be aware of what we feel.
But really, I don't know how fear is connected to us giving off our energy. The only logical explanation I can think of is that it is our spiritual defence or something like that (I don't know if it makes sense though

when you get scared you are more work up and when you get more work up you begin to use more energy and when the enemy spirit feel this energy they feed off it when your not scared you give off very little energy.

Fear makes you vulnerable and exposed. It's not that when you are afraid your energy goes straight away to the intimidator, but rather it makes him aware of your weakness and allows him to control you through that. Whenever I am afraid (this is usually anxiety which stems from worry and fear) I realize this very much in my own energies. It's like my energies go wild and uncontrollable. Being afraid is pretty much like abandoning the driver's seat of the soul and allowing stronger forces to take your place. It is an escape and an abandonment of self control and power. It's pretty much like your saying "ok, you won, here you go, do what you want with me" subconsciously. I can definitely agree to the point you have made Light Yagami. When I get scared sometimes I feel this really odd prickle of energy almost like some of it is being shot out of me. I don't know how it's done either. But, there seems to be some sort of defense mechanism we have when we get scared. Maybe they take advantage of that somehow?
