Hello, I think this is a fairly common problem. Many men experience rapid growth of mustaches and beards, forcing them to shave more often, and in today's world, this takes up a lot of precious time. Is there a way, through meditation, runes, squares, TCM, or something similar, that can stop hair growth or at least significantly reduce it without harming one's health? I know that permanent facial hair removal is possible, but it can have negative consequences, so I'm asking about a balanced approach.

Not sure how many options men would have with this, besides trimming short, or shaving. Your body is naturally going to make more hair because of your secondary sex characteristics and hormonal makeup. Laser hair removal is permanent but will not target all hairs at once, as hair grows back in cycles and not all follicles are on the same cycle timeline. I would imagine if you want to be constantly clean shaven, just make it your morning routine every other day at least, as maintenance on stubble or smoother skin would not take 5 minutes, vs having to basically remove a bunch of hair all at once.
 
For what it's worth, maybe try to shave when the Moon is waning (going from full to new).

1st shave when the Moon is waning gibbous after full, and the 2nd when it is waning crescent, close to the new.
 
If you shave every day without letting your beard grow, you can do it in less than 5 minutes. The best time is right after getting out of the shower because the hot water opens the pores, relaxes the skin, and makes shaving smoother.
 
I can only advise you on how to shave properly.Take boiling water, dip a clean towel in it, and apply it to your face for a couple of minutes until it cools enough to feel hot but not burnt. Then shave—it'll be 100 times easier, cleaner, and less irritating!
