I may sound obvious, but why don't you cut all ties with them, apart of blocking them via internet ?
I mean also spiritually, in case you haven't done it yet, cutting cords to your chakras from them with Freeing the Soul meditation on JoS.
Also, according to my experience, people who are psychic vampires (like probably are your grand+mother) go crazy when you are in the process of removing them from your life and soul, because they sense they are being deprived of their juicy source of energy to drain. So they act this way to keep your attention and focus on them : psychic vampires DO need your constant attention, because you will be open to them, this way, thanks to previous emotional wounds (aura holes) they opened by manipulating you. This is probably why they keep contacting you.
So I think, this may be a positive sign you are cutting them off ... I would just knock them down the last time.
