Problem with account page

This is probably best addressed to Alchemist 7 SG, or someone very familiar with the inner workings of the forum functions.

I seem to have some features missing on my account page. There is no feature there to save an account banner. Also, I can only post images directly from internet; there is no "drop-drag" window when I click on the image icon in the toolbar, and also no "images" icon at the bottom of the page when posting in the forum.
Please someone with advice to correct this?

I just tried to acknowledge HP Hooded Cobra's sermon with a symbol and was informed I don't have that function available yet.

Is this a glitch, or does this mean it's now ToZ policy all new members are now on a period of probation before full privileges are granted?
