You can start a meditation program when the moon is new in progress? or only affects concerning magic?

Depends on the meditation.

For freeing the soul and such, "removing things", I recommend starting it on a waning moon.

For  "building things", start at a waxing moon.

Make sure that the Moon is NOT Void-of-Course. ALWAYS!
