A good natal chart means nothing. It's like asking something like "can a guy that has talent in martial arts but never trained a day in his life beat a guy that is less talented that has been working on his craft for years?"

Someone that takes Meditation seriously for a decent amount of time will be able to influnce any regular person. Some people are naturally stronger than others and will put up more resistance even without knowing, but they're still completely powerless against someone who knows what he's doing.

It's not the natal chart that is a deciding factor, but the skill and power of the practitioner and the status of the target. Transiting planets are a factor to consider as well, so in that sense natal chart plays into the whole.
