Can you speak indefinitely, or do you need to pause to take a breath? Clearly, in order to speak you need to exhale. Its the same deal with vibration. Don't think about forcing the exhale, this will happen naturally as you vibrate.

Inhale and vibrate. The exhale part is only to make sure that you wont vibrate when you are inhaling.
Just vibrate... you will let air out of you lung.
