What purpose would that serve? As Zevists we think practically. If it's an *extremely* evil person who cannot stop harming others, then it's best to use a death spell. A permanent curse can't stop such person in any way.
There have been many questions today about impractical curses and I wonder if you are spiritually experienced, adept at white magick and used black magick before. If not, you should focus more on your spiritual advancement and practice before thinking of any curses. I don't know, but I'm getting the impression that all these questions are all asked by the same person, a newbie.

Isa can completely halt a particular action, thought or feeling. Semi permanently, then permanently if the energies are renewed.
I agree Hárbarðr cursing someone permanently if they have pure evil intent is pointless just cast a death spell 💀
You could do a 90 day rune working with ISA and HAGL. If you are not spiritually advanced DO NOT ATTEMPT THIS. If you are unfamiliar with working magic this could be catastrophic for you.
Just move on with your life and make your own life better. Dwelling on someone who has hurt you will only continue to let them hold power over you.
