Is a reception strong aspect in natal chart ???
Ex. Sun libra saturn aries.
Does sun work like aries sun and saturn like libra saturn ??

You mean opposition? It depends how exact it is. If it's exactly 180° or close to that, then it is very strong. This doesn't impact how strong the planets are in their signs though. The Sun in Libra is still weaker and Saturn in Aries is still weaker. This specific opposition further weakens the Sun as well.

No i mean aspect called mutual reception. If you google you will find out that planets participating in aspect strengthen each other.
