Here the explanation:

I always try to look at topics like this, like you would create a character in a videogame.

The "pure white" one may have spirituality + 5 from the start
Compared to the asian who has math + 5 and only + 2-3 spiritually wise.

But this is only good to know for a overall study off races and is somehow important at the start point off the journey off a soul.

This is only the race, there is also there birthchart/craftsmenship:

For example a truly talented manual labor guy like a butcher, I estimate will have it way harder, then a singer or a artist to develop spiritual siddhis/super natural powers/magic. As artists and singers have to deal with imagination/phantasies and not so much with improving speed/endurance and accuracy.

Every body can do everything if they really want to, but depending on there birthchart it's way harder or easy for them. Like it is way more easy to swim with the river then against it so to say.

Aside from these 2 Points there is also reincarnation, what did the person do in there former life. A person who did meditate has here the biggest advancement, as these improvements stick way more, as we advance the soul/core off the being and not the memory off it, like you learn to shoot an arrow.

Through reincarnation people loose there memories, I estimate there abilities to do something also to a extend, but not all.

What matters the most is, what ever you do, don´t give up, work on it every day.

But one has it way more easy in live, if you know your birthchart and improve according to what your astrology tells you, you are good at.
