The kriya yoga has a technique where you breath in energy from the base of you spine up to the third eye. Then you breather life force (cosmic energy) from the top of your head to the base of your spine. Around 15 seconds up for the earth energy and 15 seconds for the cosmic energy. (The book says 14 seconds up and 14 down for a total of 28 seconds). According to Paramahansa Yogananda If one does this one million, one will in theory attain to enlightenment. He believes that energy from the heavens and the earth periodically run through us. By consciously running the earth and cosmic energies, we can speed up our evolution.
The other technique from Kriananda, one of Yogananda's desciples, is to hold one's breath for a miminum of 16 seconds, preferably 64 seconds. A book he has explains this in more detail.
He states that if you practice breath control continuously, after six months you will be a sage, and after a year, you will see the holy living reality. They say grey hair will return to normal, the body will get strong. (Of course, those that said this are all dead). Yogananda practiced this for hours each day. He is dead.
Deep breathing does seem to help me heal a little faster, and have a little more endurance. It also helps me hold my breath longer (210 seconds). Ego trips aside, my goal is health, and personal power.
With the energy running, (earth and cosmic), I get quite 'excited'. I obviously do more than 7 breaths for each element and the energies. But, I am willing to take that risk. (Safely and responsibly of course.

This techinique is allegorical. The Earth is the male aspect of the soul, and 'heavens' or cosmic energy being the female energy. It is the act of circulating these to energies through the chakras that brings on immortality, and is one of the steps of the Magnum Opus. Bringing the Male elixer to the female part (penial gland) and the female elixer to the male part (sacral or lower chakras).

Yoga is the empowerment of the soul, it is the eightfold path.

Holding for extended periods of time can be dangerous, and in most cases isn't needed. I cannot see the benefits of holding for 64 seconds. Having proper breath control is key yes, but that dosn't mean being able to hold your breath for extended periods of time.

And all this stuff about doing these meditations for 6 months, a million times, etc. Well of course it is going to be beneficial. When doing proper meditations, and meditations of this kind, where you are working both the male and female aspects through the chakras, will most definatly bring on positive effects when done consistantly over a period of time. Ask any of the advanced members here.

The meditaion you described is on the JoS, in conjunction with the Base Chakra Meditation.

The power in pranayama is from breath retention but fools who do this beyond comfortable levels are only asking for trouble.
