Don't take this the wrong way dude but I don't think this is classified.
You can literally transfer the PDF into Photoshop and adjust the exposure settings to make the "blacked out" parts legible. Like, someone just took a brush tool put the opacity at like 90% and highlighted over it. There are a million ways to make something entirely illegible no matter what software you use to try and correct it, it's impossible and they did not do that here.
This is not an official document either, this is something a kid made in Word and highlighted over it in Photoshop. Why in the hell would date of birth and date be documented anyway?
There is no security in the PDF.
There is no embedded metadata in the PDF.
Not buying this for a second.
