Yes, the limit depends on your level of development.

Any limit we currently have is related to our current abilities. These abilities can be refined over time to reach new heights, over and over again. Our skills are not dependent on the use of one rune, however. We are complex beings and as such require more training than simply reciting one rune, but it is a good rune for specific tasks.
