Basically because the enemy has support systems to deal with this, just as we also defend our important people. This is true for physical warfare, like in WW2, but also with spiritual warfare as well.

As the enemy continues to crumble, they will be less able to defend themselves. Notice now how Israel is plagued by the threat of civil war, which will inevitably sap tons of time and energy from them. They also have enemies growing on the border, despite their attempts to counter this.

As Blitzkreig said, the individuals the enemy specifically favors, even ones they use for cultural agendas (this includes Gentiles aligned with them who they install in whatever position), can have heavy layers of occult protection. These protections can often relate to curses that have been layered year-by-year since Rome fell, not specific protections of individuals per se.

These protections will unravel last. If you want to target something, target the specific field they are involved in. It would help if you understood which part of the enemy year is dedicated to entrenching enemy control in any field, then you can use the FRTR to cancel out the energy they raise. But be aware, many of these are allegorical.

Also, theoretically, taking out most of these wouldn't mean much, as the enemy would just replace them with another stooge, and there are many willing candidates.
