The sign which the cusp of your 2nd house lands on(which I'm guessing is mid-late aquarius) the planet it rules is the primary ruler of the 2nd house. So Uranus. But yes, if in between the 2nd and 3rd house cusp it contains the whole of pisces, this means Neptune is a co-ruler.
As Aquarius is also co-ruled by Saturn, and Pisces by Jupiter, this is also 2 extra rulers for the affairs of that house lol. Everyone has this on a couple houses for this bit in their chart. The primary rulers will be more important though.
Then you want to look at where any of these planets are placed, Uranus mainly. Look at where it is, aspects to it and apply their understanding over the 2nd house affairs. You can look at the description of those aspecting planets in the 2nd house on the pages on Azazel's astrology, which is a valid thing to help understanding, especially if it is a tight aspect or conjunct. Like Jupiter/Uranus. This would be Jupiter aspecting your 2nd house ruler, and so on and so forth. This acts as Jupiter in the 2nd house etc.
There is a good youtuber from India called KRSastrology who did a series of house lords (rulers) in the houses. As Vedic astrology doesn't recognize planets beyond Saturn, you will have to confer how this is for Uranus and Neptune yourself. He has stuff like 2nd house ruler in 5th house, whatever house etc. As well as for others like chart ruler in houses, which help you understand the higher dynamics of astrology. Very interesting, and you can go through his videos for your other house rulers in houses. Type up _house lord in _house and his videos should be the first to come up.
