How exactly does this affect one’s chart? I’ve read it rules financial success, luck, progression, and health. Is this true?

I think that such things as Parses, Vertex, Perigee/Apogee etc minor Axes work mostly when very closely aspected by a natal planet, usually we examine exact or close conjunction or opposition if axes (conjunction with another end). Then when aspected Pars Fortune might work as some kind of good karma or inborn benefit / perk in life. Usually the key here are other stronger aspects in chart approving it. Such subtle things as well as extremely minor aspects can give extra info to astrologer plus to all other chart in a sense of extra details to help to observe chart as a whole, but will not be so much felt by a person as harder / more 'materially experienced' aspects such as T-Square or conjunction between planets themselves.

As for transits and Returns, again subtle things might work only when aspected by a transiting planet.

So I have my lot of fortune aspecting my Pluto, which is what piqued my interest in it. My understanding of this is that I could achieve a spiritual transformation in this life, with very hard work. There are also many aspects indicating spiritual talent

would you agree with this or am I misinterpreting?

To judge how exactly Pluto might work and what exactly sphere whole transformation might take place, is more up to the sign and house it rules and is located in, as well as its aspects to other planets. To have Pars of Fortune on a planet is good news but not too powerful by themselves. You say you have several other signs, you have to analyze house and sign of Pluto in regards to these other signs then make conclusions.
