Need help with Baphomet question.

I'm looking at the illustration taken from Levi's Transcendental Magick.  Eliphas Levi combined the Tarot Devil card with the he-goat worshiped in the city of Mendes, in Ancient Egypt.  What are the words written on the arms of the being and what do they mean?
