Unethical is one thing, if it gets into illegal territory it's another. Neither is good, but enough illegal funds flowing into the ToZ will only bring trouble, and knowing the enemy they won't go after the perpetrator, but likely try to shut down the ToZ using that as a pretext.
The Gods teach ethics for a reason. Exploiting someone might bring you temporary material gain, but the forces that action sets up on the astral will only bring your downfall later on.
