Atomic clocks are now used and the most accurate. All time zones are measured from Greenwich, England (GMT).

From my research, the definition of a planetary day is circular. It depends on the first planetary hour of the day, which in turn depends on the planet that governs the day itself. Neither of these factors can be deduced from astronomical configurations.

In Vettius Valens there is mention of a specific event or a specific era in which the cycle was made to begin, but I do not recall exactly. I remember vaguely, but there is a hint that since the time of Vettius Valens the cycle has remained unchanged.
