"ING" Rune & Sacrel Chakra Question

Quick question: Why do we chant the ING rune into our sacrel chakra to open it? I thought the ing rune stores energy and the rune index on the JoS site says that is can drain the life force of people and it seems like a very negative rune. So why do we vibrate it to open our sacrel chakra? I'm sorry, I don't know much of anything about runes, I never used any of them until recently when I started vibrating ALGIZ to help strengthen my AOP.
I don't mean to flood the Advanced meditation group with newbie questions, its just that the main group is getting so big, and its hard to get answers to some questions with so many people posting things.
If anyone knows a webpage about the runes, other than the JoS page, please link it.Id like to know more about them, like which chakra some of them represent, etcThank you!Hail Satan!
