Satan is the most important person in the entire universe, you can't expect him to just show up and chat with just anybody. Prove yourself to him, make yourself worthy of meeting him. Advance yourself and do Rituals. Also open your astral senses so that you can actually communicate with him.

And even then, he's busy fighting a war and all.
