f.e. Let's say there is mercury in pisces and in 5th house. Is debiliation of pisces stronger than good effects of Mercury in 5th house, or vice versa? Or maybe the effects cancel each other out?

It depends if it is aspected, especially with the Sun or Jupiter. It also depends if the house is intercepted or if Mercury is your chart ruler. But having a debilitated planet affects the house it is in regardless. So having a debilitated Mercury in the 5th house for example may indicate struggling to think for yourself, speaking up for yourself or self-expression, finding the right words to say, or self-education or self-learning. Unless it's aspected by Jupiter or the Sun (and if they are exalted or in their home signs), usually the sign is stronger than the house, unless the house aspects its house ruler or ruler of the houses's sign.

Mercury is in its detriment in pisces so the manifestation of the affairs of this planet and whatever house it is in will be weakened a bit. This can be amplified by having afflicted aspects from saturn or mars also especially if it is on a bad degree or conjunct or opposite a bad fixed star. Any of the combination of the above can bring out the worst in someones mercury or at least bring out the absence of what could otherwise be good manifestations especially if mercury is the chart ruler or a prominent planet in general by being conjunct another angle in the chart like the ASC, DESC, IC, or mideaven. It can also be offset by being set in a house that in general makes any planet stronger like the 1st ,4th,7th, or 10th house for example, or by having good aspects to other planets while being prominently placed in any way.

Let's just say, its not just about what sign a planet is in and the house it is placed. Other factors must also be taken into account.

If you have a debilitated mercury with a lot of harsh aspects IE. squares, semi squares, oppositions especially if they involve a malefic planet like mars or saturn or even neptune, or anything of the above, that causes prominent problems in your life, you could use a mercury square to overcome the debilitation or the weaknesses of your mercury. If you feel the planet is placed in a way where prominent negativity is always present, you might want to consider a freeing the soul working first so that any square after this does not unwittingly empower the negativity. especially programming the affirmation to do this during the square also, as well as also stating specifically to only let the positive sides manifest can be of help.
