Now that we know that Satan and Beelzebul are not Brothers in the biological way but are actually One God, it wouldn't surprise me if something similar was going on with Astarte and Azazel/Apollo, perhaps not exactly the same thing but I assume there is possibly much more to Their Sibling-hood that we've always thought.
Also the nature of Them being children of Satan gets more complex now.

There's also the obvious difference that Astarte is female while Azazel/Apollo is male.
