A Question on Astrology

I'm trying to learn more about astrology but so much is alien to me. So, where to turn but here?

When Chronos says it's "Day of the moon hour of Mercury" does this mean Mercury is in retrograde? Or does this mean it's favorable to such workings?

And, as a side-note, I've recently learned of the time of my birth. So now, I can get a more accurate chart.
