I'm not talking about Corrupted Beings or Greys. There's this one saying that if the Soul progresses to a higher level, it will get reincarnated as a higher level of being (Planet Earth is level 1). There seems to be 7 levels, the highest level's beings are beings of purely light. Which level of civilizations are The Gods?

1 min to readI'm not sure where you got the levels from, but the Gods are either in the highest civilisation possible or exist in a state of organisation beyond civilisation itself.
Souls here can reincarnate into higher (and possibly lower, this isn't discussed often but I won't rule it out since it's possible) planets/dimensions by Lord Zeus' decree.
