Parents actually do have some kind of obligation to talk with their children about this kind of stuff and giving suggestions or somehow help them in making good decisions.
As a teen its still very hard and you learn a lot by just experience.
Even so I don't think this is just her fault, but Im quite sure her parents didn't know better either, or they just didn't give a crap.

What if you had a young child? And one day he reached to the stove and was about to put his hand on the hot stove. Would you take him away from it and tell him it is hot and will hurt him?
