Active HelperLord Baal-zevulon doesn't rule any race in particular. Lord Amon Ra doesn't either. Both are White Gods in regards to their race. All the original Gods are, and they benefit every human race.
Black Gods are black humans who completed the Magnum Opus. Same for Asian Gods being asian humans who completed the Magnum Opus.

As for Amon Ra, we can't be sure and probably not.
Because the black species hasn't developed at all over the years, I believe that the Gods haven't paid that much attention to it.
