Hello :)
Yes, when a business is started or a group is formed, it does have a natal chart, but this isn't read quite the same as a natal chart for humans.
the natal chart is also relevant for transits, such as when Saturn or Neptune transit the 2nd house there can be money problems for a business (Neptune transiting the 2nd can influence the business to support a charity foundation).

Does it have a specific name? This specific topic of study.
I just always knew it as "natal charts of events or businesses", or "business astrology chart", that's what I've seen online too.

When should a chart be drawn for a business? What's the "birth" of a business? Is it the day paperwork is submitted to make it a legal entity?
Does Neptune or Saturn in the 2nd natally for a business doom it to failure/lack of financial success?

When paperwork is signed and submitted. Take note of the time you sign it at. You can plan ahead to get the best possible chart, this is what the Founding Fathers of America did for the country.
Saturn in 2nd isn't bad, it shows working hard to build lasting wealth. Neptune in 2nd can be problematic though.

Would the same apply to events within the business, such as the creation of a website, or would it just fit into the main natal chart or create a new one specifically for the website?
It fits within the main natal chart. You can publish the new website during a time that is good for the natal chart of the business. But you would have to look online or ask a business astrologer more about this, as I have not looked much into this particular subject.
