There is always a way to dye your hair. Go to a hairdresser.

Technically you can with biokenesis or genetic engineering...

The issues here though are:
1) One requires a very high degree of advancement
2) The other requires a lot of money and the breaking of laws/ethics around doing this stuff to humans, ect

So unless you're a master or a millionaire, I suggest you just dye your hair if you really want to change its colour

I have fair skin blue eyes and dark brown hair. I don't want to go blonde or anything that major, I just wish my hair was medium or light brown instead of dark brown. my hair is probably a level 3 on the light spectrum which means it looks black in most lighting. Look up natural ways of lightening hair, it won't be drastic. Honey, cinnamon, olive oil combined with water, you can find the recipe online. Chamomile rinsed through the hair too. You'll have to do these methods weekly to get to a noticeable lighter shade, but there are no chemicals or potential accidental wrong color.
