Should a blood signature be used only for the ‘Write your name again’ at the end, or also for the first ‘Write your full name’ ?

You may write both in blood, or you may write your full name as a signature after the prayer text. Do as you prefer. The important part here is your conscious intent!
Lead TranslatorI would say both with ink, and write your signature at the bottom of the prayer with blood. I couldn't do it well so I made a fingerprint rather, FYI that's also an option if there is not enough blood or something.

After finishing the ritual, can I wash and reuse the bowl I used to burn the piece of paper, or is it better to discard it? Which would be the most appropriate approach?

The bowl is just a bowl. Wash it and use it normally.
Another option is to get a bowl just for the sake of burning papers during rituals etc. Stainless steel is obviously the safest option there is.
Wash it and is good to be reused.
