You got to click the little tic box that you agree to the rules.

You have to do the same with the Privacy Policy too.
The whole procedure is this:
From the main forum click "Register".
Read the terms and rules and scroll down until the end and click "I have read all the terms and rules".
Click on the privacy policy tab and scroll down until you've read it and click "I have read and accept all your privacy policy".
Then click the "Accept" button.
